The owner of a lot or parcel of land in the City of Katy or any person entitled to possession of a lot or parcel of land within the City of Katy who shall cause, permit or allow weeds to grow on such lot or parcel of land when such weeds: Sec. 6.106 Definitions (6)Weeds. Means all rank and uncultivated vegetable growth or matter that: (A) has grown to more than nine inches (9β³) in height, or (B) may create an unsanitary condition or becomes a harborage for rodents, vermin, or other disease carrying pests, regardless of the height of the weeds.
